Student growth measures (SGMs) are a method for determining how much academic progress students are making by measuring growth between two points in time. In essence, any assessment available to educators will be considered a student growth measure when used to evaluate progress or growth, provided the assessment is rigorous and comparable across classrooms.

Evaluation Components: Teacher Performance and Student Growth Measures
ODE has created two new publications, Business Rules for Student Growth Measures and Policy Update on Value-Added to help local education agencies create their local Student Growth Measures plans.
Business Rules for Student Growth Measures - Addresses technical questions about SGMs, including those regarding teachers with highly mobile student populations or extremely high or low numbers of students. Districts and schools should assume all teachers included in the new evaluation system per state law will have growth measures unless these business rules state otherwise.
Policy Update on Value-Added - Outlines changes to policies on the use of Value-Added data in OTES, specifically how extended reporting will be integrated into evaluation and the Electronic Teacher and Principal Evaluation Systems (eTPES).

LEA- Developed Student Growth Measures Pilot The Ohio Department of Education has awarded individual PreK-12 LEAs to pilot a locally-developed student growth measures (SGMs) plan. The program will provide LEAs support as they design and deploy a locally determined SGMs plan.

SLO overview (April 2013)
One option for locally determined student growth measures is Student Learning Objectives. ODE strongly recommends every LEA that is not fully implementing the new teacher evaluation system in the 2012-13 school year use this time to pilot student learning objectives. Districts should have all teachers create at least one SLO using the state designed tools and resources, to gain experience with the process. More resources will be added to this page as they become available.
