In October 2008, the State Board of Education adopted a change to Ohio Administrative Code Rule 3301-24-05 to enable Early Childhood (Pre-kindergarten through Grade 3) license holders to broaden the scope of their licenses to include the fourth and fifth grades.
The addition of the Early Childhood Generalist Endorsement to an Early Childhood license provides school districts with greater staffing flexibility, Early Childhood teachers with additional teaching options, and facilitates the mobility of teachers into Ohio from other states.
Individuals seeking this endorsement must:
- hold an Early Childhood (P-3) license;
- complete an approved early childhood generalist endorsement program offered by an Ohio college or university, consisting of a minimum of nine semester hours of additional college coursework (beyond what is required for the Early Childhood Education P-3 Licensure) and aligned with the Ohio Academic Content Standards for grades four and five, including preparation in pedagogy and child/adolescent development appropriate for grades four and five; and,
- pass Praxis II subject assessment #0014, Elementary Education: Content Knowledge.

PLEASE NOTE: Candidates who were prepared as elementary teachers in other states and who received a broader elementary license in the originating state but were required to obtain a P-3 license in Ohio, may apply for the early childhood generalist endorsement based on the preparation they initially received in their originating state. While these educators will not need to complete additional coursework requirements through an Ohio college or university, they are required to meet the Praxis II testing requirement.
