Description of Fund

The purposes of the Individuals with Disabilities Education Act (IDEA) are to ensure that all children with disabilities have available to them a free appropriate public education (FAPE) that emphasizes special education and related services designed to meet their unique needs and prepare them for further education, employment and independent living; to ensure that the rights of children with disabilities and parents of such children are protected; and to assist states, localities, educational service agencies, and Federal agencies to provide for the education of all children with disabilities; to assist States in the implementation of a statewide, comprehensive, coordinated, multidisciplinary, interagency system of early intervening services for infants and toddlers with disabilities and their families; to ensure that educators and parents have the necessary tools to improve educational results for children with disabilities by supporting system improvement activities; coordinated research and personnel preparation; coordinated technical assistance, dissemination, and support; and technology development and media services; and to assess, and ensure the effectiveness of, efforts to educate children with disabilities.

Who is eligible?

LEAs, including charter schools that operate as LEAs, that have established their eligibility under section 613 of the Act for use in accordance with Part B of the Act. These funds are to pay the excess cost of providing special education and related services for children with disabilities.

IN GENERAL — A local educational agency is eligible for assistance under this part for a fiscal year if such agency submits a plan that provides assurances to the State educational agency that the local educational agency meets each of the conditions as set forth in SEC. 613 of PUBLIC LAW 108–446—DEC. 3, 2004. (IDEA Part B).

Application Process

Districts are provided the deadline on which all applications must be received in the electronic Continuous Comprehensive Improvement Plan system (CCIP).  District funding allocations are loaded into the CCIP and released on June 1. Section 605 of the IDEA authorizes the use of IDEA funds for construction and or alteration of facilities. LEAs must obtain prior approval to use IDEA funds for construction and/or alteration of facilities. The links below provide IDEA construction guidance and the IDEA construction form.

Quarterly Reports

1512 Quarterly Reporting is no longer required for this grant.  

Reporting Requirements

The Ohio Department of Education collects data from ARRA Program sub recipients on a quarterly basis and reports that data to the federal reporting web site on behalf of LEAs. The data that is collected consists of the calculated FTE  and description of jobs created or retained and funded by that program, the identity of any vendor who received a single payment from a single ARRA fund in excess of $25,000.00 and the amount and description of Infrastructure expenditures for applicable programs.
