Description of Fund

Innovation Fund ("What Works Innovation Fund") ($650Million):

  • The guidance indicates that these competitive grants to local educational agencies, or partnerships of non-profit agencies and LEAs or school consortia, with a strong record of education results will be made in two rounds: in fall 2009 and in spring 2010.
  • Guidelines and applications for the competition will be developed by USED and posted on its Web site.

Overview:  Competitive grants will be made to LEAs or partnerships of LEAs and non-profit organizations with strong records of improving student achievement to help them make further progress in pursuing education reforms and bringing their results to scale.  Direct grants are made by the Secretary to LEAs or partnerships including one or more non-profits organizations, LEAs, or consortia or schools. States are not eligible for these awards. The purpose of the awards is to allow eligible entities to expand their work and serve as models for best practices; allow them to work with the private sector; and document best practices and take them to scale.

Application Process

Second Round Grant

The Investing in Innovation Fund, established under section 14007 of the American Recovery and Reinvestment Act of 2009 (ARRA), provides funding to:

  • Local educational agencies (LEAs), and
  • Nonprofit organizations in partnership with
    • one or more LEAs or
    • a consortium of schools.

The purpose of the i3 program is to provide competitive grants to applicants with a record of improving student achievement and attainment in order to expand the implementation of, and investment in, innovative practices that are demonstrated to have an impact on improving student achievement or student growth, closing achievement gaps, decreasing dropout rates, increasing high school graduation rates, or increasing college enrollment and completion rates.

Grants awarded under the i3 program

  • Allow eligible entities to expand and develop innovative practices that can serve as models of best practices,
  • Allow eligible entities to carry out that work in partnership with the private sector and the philanthropic community, and
  • Support eligible entities in identifying and documenting best practices that can be shared and taken to scale based on demonstrated success.

Effective Date: These revisions to priorities, requirements, and selection criteria are effective
July 5, 2011. 

First Round Applications 

Applications were be due in mid-May and grants will be awarded in September. Once identified as an award recipient, a successful applicant will need to demonstrate how their programs will be sustainable after their federal grants are completed, as well as find a 20 percent cash or in-kind match of the federal award from the private sector.

The grant awards are designated as "academic achievement awards," to recognize eligible entities for:

  • significantly closing achievement gaps or increasing student achievement;
  • exceeding the state's measurable objectives for performance on state assessments;
  • making significant improvement in other areas, such as graduation rates or recruitment and placement of high-quality teachers and school leaders; and;
  • demonstrating that they have established partnerships with the private sector, including philanthropic organizations, and that the private sector will provide matching funds to help bring results to scale.

LEAs and non-profit organizations that receive awards will need to comply with all the ARRA reporting requirements. These requirements will be included in the guidance that USDOE provides.
