Release of 2018-2019 TGRG promotion score and approved alternative assessment vendors


On July 10, 2018, the State Board of Education voted to raise the promotion score of the grade 3 Ohio’s State Test in English Language Arts to 677. Any student who scores 677 or higher on the English language arts scaled score will be eligible for promotion at the end of the year.
In addition, the Ohio Department of Education will set the reading subscore alternative promotion score for the grade 3 English language arts test at 45. Any student who scores 45 or higher on the reading subscore will be eligible for promotion at the end of the year, even if the student scores below 677 on the English language arts test.
The Department completed the Request for Qualifications process in July and issued a list of approved Third Grade Reading Guarantee alternative assessment vendors. As part of this process, the Department requires vendors to provide updated linking studies that provide the comparable promotion scores to the State Board-approved promotion score. In reviewing the linking studies, some inconsistencies were identified, and the Department does not want districts using one test having a different baseline or linking approach than districts using another test. Most notable is the year of the state tests used to conduct the linking. Some vendors used 2015-2016 tests and some used 2016-2017 tests. We asked all the vendors to submit updated linking studies using the 2016-2017 test data. Three of the five vendors’ promotion scores for the approved third-grade alternative standardized assessments now are posted on the Department’s website. Continue to check the website frequently for updated postings 
Updated linking studies for NWEA Map and Renaissance Learning STAR have resulted in lower promotion scores for the 2018-2019 school year than in the 2017-2018 school year. To avoid retaining a third-grade student who would now meet the updated promotion scores for either of these two vendors, the Department will not object if your district now chooses to use the lower 2018-2019 promotion score for either of these vendors for the promotion of students who were in grade 3 during the 2017-2018 school year PROVIDED the district accurately updates the relevant promotion information in EMIS prior to Aug. 30, 2018, if the district chooses to make a change in a student’s promotion status.
This guidance does not apply to Terra Nova 3 and Iowa Assessments, which have not completed their linking studies at this time. Once their linking studies are received, the Department will post the updated promotion scores, and districts may review the scores under their mid-year promotion policies.
