The Department recently posted information online to address the fact that disruptions to Ohio’s State Tests in the spring of 2020 due to Ohio’s ordered school-building closure will continue to impact graduation eligibility for high school students. The information, titled Graduation Flexibility – 2021 and Beyond, describes changes made by newly enacted House Bill 164 that allow districts and schools to substitute an eligible student’s final course grade in an eligible course for the corresponding high school end-of-course examination.

The State Superintendent of Public Instruction has used his authority pursuant to Section 17 (I) [1] of House Bill 197 to approve an extended deadline for the Emergency Management Test in the wake of the coronavirus-related ordered school-building closure. Each school building must conduct at least one emergency management test (functional, full-scale, or tabletop) annually to assess and evaluate their emergency preparedness (Ohio Revised Code 3313.536 (E)(1)[2] and Ohio Administrative Code 3301-5-01). The December 31, 2020 deadline for conducting the 2020 annual Emergency Management Test has been extended to December 31, 2021.

Ohio Senate Bill 216, specifically Ohio Revised Code Section 3301.0711(G)(4), allows districts the choice to administer paper or online tests only for the third grade state assessments. Under this legislation, a district board of education or governing authority must make the choice to use paper tests, and it must submit a board or governing authority resolution to the Department.
