Tuesday night, Gov. John Kasich signed into law Senate Bill 21, which the Ohio General Assembly passed to make it easier for school districts to carry out Ohio’s Third-Grade Reading Guarantee.

I am more committed than ever to Ohio’s Third Grade Reading Guarantee because, as many of you have heard me say, I believe reading is the foundation for learning. Our children must learn to read to put them on the path for a successful future.

On Tuesday, I spoke in Washington D.C. about the importance of mastering reading at an early age, joining governors from Mississippi, Delaware and New Mexico as well as fellow state school superintendents from Georgia, Maryland, South Carolina, Virginia and Washington. We were part of a Washington Post panel on reading success. There is consensus among our states as well as many others that we have to take more responsibility for giving our students the reading skills they need at an early age—with no excuses or exceptions.
