Operating Standards Committee
Input sought on Ohio’s School Operating Standards
The State Board of Education is responsible for creating and updating the operating standards for schools in Ohio. These operating standards are a collection of minimum requirements that school districts and nonpublic schools must follow when managing their schools and educating students.
The first operating standards were created in 1957 and have been updated many times since. However, it has been many years since the standards have been updated. The State Board created the Operating Standards Committee to revise the operating standards in order to:
Increase flexibility for school districts by eliminating unnecessary requirements, especially for high performing and innovative school districts.
Streamline the standards by removing requirements that just duplicate or reference the Revised Code.
Move the state’s regulatory focus towards outputs from inputs.
Committee Chair Ron Rudduck, Vice-Chair Darryl Mehaffie, and the members of the Operating Standards Committee rely on the input from all education stakeholders during the revision process. Each meeting of the committee will have time dedicated for interested stakeholders to attend and address the committee.
This online portal was created to keep the public updated on the revision process. The agenda, minutes, and documents used in committee meetings will be posted at the bottom of this website after every meeting. Anyone can comment on a rule or the operating standards revision in general by emailing: OperatingStandards@education.ohio.gov.
Operating Standards Rules & Revision Timeline
The operating standards are currently 15 administrative rules. The current rules may be found here. Proposed/draft revisions of specific rules will be included in the meeting handouts as the rules are reviewed. Meeting handouts are located at the bottom of this webpage.
Rule 15, which covers the standards for the implementation of positive behavior intervention supports and the use of restraint and seclusion, will not be included in the committee revision as it was recently adopted.

Upcoming Meeting Information
The next meeting will be scheduled during the May Board meeting. The exact date and time are to be announced. (This meeting will occur during the regular, monthly State Board of Education meeting.)
