New Data Appeal Window for 2019 Graduation Cohort
Late last month, the Ohio Department of Education received new guidance from the U.S. Department of Education on cohort assignments for students in the graduating Class of 2019 and beyond. The new guidance allows Ohio to accept appeals from districts asking to update the Fiscal Year that Student Began Ninth Grade Element as well as the Grade Level Element in cases where a data reporting error caused the student to be assigned to the wrong graduating class. The updates for these EMIS elements only will be made through a new 2019 Graduation data appeal window being held for the 2019 graduation cohort. The guidance does not allow the state to update a student’s assignment to the 2018 cohort or earlier, so no appeals will be accepted asking to move a student into the graduating Class of 2018.
 
From Monday, March 2, 2020, to Friday, March 13, 2020, superintendents can review their 2019 Graduation data submitted in EMIS to appeal only the Fiscal Year that Student Began Ninth Grade Element or the Grade Level Element, which is used to place some students in a graduation cohort. Note that this appeal window is being held to allow districts the opportunity to correct data for the graduating Class of 2019 based on the updated federal guidance, which was just received, since these data impact the 2019 graduation rates to be published on the 2020 Ohio School Report Cards.
 
A district that finds inaccurate data should submit an appeal by the March 13 deadline using the 2019 Data Appeal for Cohort form, available in the OH|ID portal (formerly SAFE). A student assigned an FY20 or beyond cohort who was misreported may be appealed now; however, in future years, this element will be appealable during the Graduate appeal window that is held for each graduating class the fall after that cohort graduates.
 
The superintendent, EMIS coordinator, and superintendent designee have access to fill out the form. The form is not submitted officially to the Department until the superintendent completes the approval process.
