October Count Week is approaching

Ohio schools will soon enter one of the most important weeks of the year – Count Week – Oct. 7-11. As you know, Ohio school districts are funded based on the student average daily membership (ADM) as reported to Educational Management Information System (EMIS) during this reporting period.

Districts that will have a calendar conflict due to a religious holiday or historically observed community event during Count Week are asked to submit a Count Week Waiver as soon as possible to CountWeekWaiver@education.ohio.gov.
 

Initial five-year forecast due Oct. 31

All community schools and city, local, exempted village and joint vocational school districts are required to submit an initial FY2014 five-year forecast by Oct. 31. The five-year forecast data is now collected in EMIS under Reporting Period P, which opened on Oct. 1. District submissions will be processed on a daily basis through Oct. 31. Any district that does not have a forecast submitted and processed before Nov. 1 will have missed the statutory deadline.

As you know, the forecast consists of two parts – the financials (QF) and the notes/assumptions (QN). While the financial portion must be submitted via EMIS, districts have the option of submitting assumptions in PDF format to Sonja Hunter. Districts using this option must include the following phrase in the EMIS QN submission: “Please visit the Ohio Department of Education website at ftp://ftp.ode.state.oh.us/geodoc/5-yrForecast/.” Again, note that this optional assumption submission does not apply to the numeric data (QF) required for the forecast submission. All numeric data still will be collected through EMIS.

Community schools should not submit five-year forecasts through EMIS. Instead, each forecast must be reviewed and approved by the school’s governing authority before submitting to the Office of Community Schools in an Excel spreadsheet by the Oct. 31 deadline. Community school five-year forecast submissions and/or questions should be directed to Mary Cotton.
