ESC Calculator for FY2017 School Finance Payment Report (SFPR) Simulation Calculator for Educational Service Centers (ESCs)

The link below will allow ESCs to download an excel spreadsheet containing an ESC simulation calculator for FY2017. The purpose of this calculator is to generate estimates of state funding with the user’s own estimates of student enrollment including, total student count, and preschool special education student category 1-6. The simulation funding is calculated using formulas established in Am. Sub. H. B. 64, the FY2016-17 budget Bill.

IMPORTANT DISCLAIMER

It is important to understand that the spreadsheet’s revised calculations are estimates only. The actual state funding that ESCs will receive in FY2017 depend on a number of variables. 

To view the simulation for a single ESC, please save the simulation calculator on your computer before changing any factor. Then, enter the IRN for the ESC in the highlighted IRN field (cell C7) on the worksheet tilled “SFPR FY2017.” To change the factors used in the simulation, open the worksheets according to the chart below. Please read the instructions sheet before changing any factor.

The worksheet includes pre-populated variables that are changeable. You will need to enter your own estimates of the factors for the calculator to generate your estimate of state foundation aid. The actual FY2017 foundation payments for ESCs will be based on actual data.

Data Sources for pre-populated variables

  • Preschool special education students in categories one to six are based on FY2015 data, used in FY2016 March # 2 payment.
  • Total student count is based on FY2015 data used in March # 2 Payment.

  • District’s per-pupil amount $6.50/Above is based on FY2016, March # 2 payment.
  • District’s state share index is based on FY2016 March # 2 payment  
  • Additional contract amounts are based on FY2016 current ESC deduction file.
