The link below will allow ESCs to download an excel spreadsheet containing an Educational Service Center simulation calculator for FY2014. The purpose of this calculator is to generate estimates of state funding with the user’s own estimates of student enrollment including, total student count, and preschool special education student category 1-6. The simulation funding is calculated using formulas established in Am. Sub. H. B. 59, the FY2014-15 Budget Bill.  

It is important to understand that the spreadsheet’s revised calculations are just estimates. The actual state funding that ESCs will receive in FY2014 depend on a number of variables. 

To view the simulation for a single ESC, please save the simulation calculator on your computer before changing any factor. Then, enter the IRN for the ESC in the highlighted IRN field (cell C7) on the worksheet tilled “SFPR FY2014.” To change the factors used in the simulation, open the worksheets according to the chart below. Please read the instructions sheet before changing any factor.

ESC Simulation Calculator FY2014

The worksheet includes "default" numbers for the variables that are changeable.  These are not the correct numbers for the ESCs.  You will need to enter your own estimates of the factors for the calculator to generate your estimate of state foundation aid.  some of the default numbers are consistent with data used for FY2013, though some factors have been updated.  The actual foundation payment for ESCs will use different estimates, and of course the bimonthly payments to ESCs in FY2014 will be based on actual data.

Below is an explanation of the data sources for the "default" numbers:

Student Data:

  • Preschool special education students in categories one to six are based on FY2013 data.
  • Total student count is based on the most recent report card in school year 2012-13.

Other items:

  • District's per pupil amount $6.50/Above is based on FY2014, September #1 payment.
  • District's state share index is based on FY2014, October #2 payment.
  • Additional contract amounts are taken from FY2014, November #1 payment.
