School Funding Payment Report (SFPR) Simulation Assumptions:

Simulation Calculator for Local, City, and Exempted Village School Districts

The link below will allow you to download an excel spreadsheet containing a simulation of the SFPR for FY2015.  The purpose of this tool is to generate estimates of state foundation funding by allowing the user to enter the user’s own estimates of student enrollment including typical students, preschool special education students, and open enrollment students. The foundation aid is calculated using formula established in Am. Sub. H.B. 59, the FY14-15 budget bill.

It is important to understand that the spreadsheet’s revised calculations are estimates only. The actual state funding that districts will receive in FY2015 depends on a number of variables. Some of these variables can be adjusted in the simulation calculator (see list below) but others cannot (such as special education transportation funding).

To view the simulation for a single district, please save the simulation calculator on your computer before changing ADM figures.  Then, enter the IRN for the district in the highlighted IRN field (cel C&) on the worksheet "SFPR FY2015."  To change the facotrs used in the simulation, open the worksheets according to the chart below.  Please read the instructions sheet before changing any factors.

The worksheet includes pre-populated variables that are changeable. The source for these variables is explained in detail below. You will need to enter your own estimates of the factors for the calculator to generate your estimate of state foundation aid. The actual FY2015 foundation payments for school districts will be based on actual data, which will include a new method of counting students for funding purposes.  Rather than an October count, each district will be funded based on annualized FTE enrollment.

Data Sources for pre-populated variables:

Student Data:

  • Total Average Daily Membership (ADM) is based on FY2014 April # 2 payment.
  • Special education students in categories one to six are based on FY2014 April # 2 payment.
  • Career tech students in categories one to five are based on FY2014 April # 2 payment.
  • Limited English Proficiency (LEP) students in categories one to three are based on FY2014 April # 2 payment.
  • Economic disadvantaged students are based on FY2014 April #2 payment.

Valuation:

  • The default valuation values are the actual values that will be used for FY15 foundation aid and should not change.
  • Agriculture real, total real property and assessed valuation for FY 2012, 2013 and 2014 are based on certified valuation provided by the Ohio Department of Taxation (ODT) for the Tax Years 2010, 2011, 2012
  • Federal Adjusted Gross Income for FY 2011, 2012 and 2013 are based on certified valuation provided by the Ohio Department of Taxation for Tax Years 2009, 2010, 2011

Additional Items:

  • Preschool special education students in categories one to six are based on FY2014 April #2 payment.
  • Special education transportation funding is based on the FY2014 April # 2 payment.

Transfers and Adjustments:

  • The ESC deduction, community school, STEM, and scholarship transfer are based on the FY2014 April # 2 payment.
  • Open Enrollment and Other adjustments are based on the FY2014 April # 2 payment.
