School Funding Payment Report (SFPR) Calculator Assumptions: Calculator for Local, City, and Exempted Village School Districts

The link below will allow you to download an Excel spreadsheet containing a calculator for the Fiscal Year 2019 School Funding Payment Report (SFPR). The purpose of this tool is to generate estimates of state foundation funding by allowing the user to enter the user’s own estimates of student enrollment, including typical students, preschool special education students and open enrollment students. The foundation aid is calculated using formula established in Am. Sub. HB 49, the FY18-19 budget bill.
 

IMPORTANT DISCLAIMER

Please note that any projections generated by the calculators and resulting simulations are estimates only. All schools should exercise caution when using these tools to make personnel, budget and planning decisions for the FY19 school year. Schools will be able to use the calculators to project estimated FY19 payments under various scenarios. The calculators and simulations are not guarantees of FY19 funding levels as actual enrollment data will be different.  

The calculators and simulations will be based on the most current data used in April FY18 payments. It is important to note the April payments use FY18 data and FY17 report card data. The default data in the calculators also will be based on FY18 data and FY17 report card data. Actual FY19 payments will be based on FY19 data and will change throughout FY19 as data is updated, corrected, etc.
There may be differences between the FY19 simulations and default FY19 calculator calculations. The differences are due to rounding errors produced by Excel and the simulation program. The simulations and calculators use the same formulas, factors and assumptions. Some of these variables can be adjusted in the calculator (see list below) but others cannot (such as special education transportation funding).
 

Calculator Directions

  1. To view the calculator for a single district, please save the calculator spreadsheet on your computer before changing Average Daily Membership (ADM) figures.
  2. Then, enter the IRN for the district in the highlighted IRN field (cell C7) on the worksheet “SFPR FY2019.”
  3. To change the factors used in the calculator, open the worksheets according to the chart below.
  4. The calculator contains additional detailed instructions. Please read the instructions worksheet before changing any factors.

Data Sources for Pre-Populated Variables

Please note that most default pre-populated data variables are based on FY18 data and FY17 report card data. 
The worksheet includes pre-populated variables that are changeable. The source for these variables are explained in detail below. You will need to enter your own estimates of the factors for the calculator to generate your estimate of state foundation aid. The actual FY19 foundation payments for school districts will be based on actual data. It is anticipated that actual FY19 data will first be used in payments around November 2018.
 

Student Data

  • Total ADM is based on FY18 data used in the FY18 April # 1 payment.
  • Special education students in categories one through six are based on FY18 data used in the FY18 April # 1 payment.
  • Career-tech students in categories one through five are based on FY18 data used in the FY18 April # 1 payment.
  • Limited English proficiency (LEP) students in categories one through three are based on FY18 data used in the FY18 April # 1 payment.
  • Economic disadvantaged students are based on FY18 data used in the FY18 April # 1 payment.

Valuation

  • The default valuation values for Tax Year 2014 and TY15 are the actual values that will be used for FY19 foundation aid and should not change it in FY2019, But TY17 valuation values are projected and will use it to calculate state share index for handful power plant districts and all of the districts capacity aid and targeted assistance funding calculation until get the certified valuation from the Department of Taxation in FY2019.
  • Agriculture real, total real property and assessed valuation for TY15 and TY16 are based on certified valuation provided by the Ohio Department of Taxation, but FY17 valuation values are projected.
  • Federal Adjusted Gross Income for TY14-16 are based on certified valuation provided by the Ohio Department of Taxation.

Graduation Bonus

  • Four-year adjusted graduation rate and number of graduates are based on FY17 Ohio School Report Card data used in the FY18 April # 1 payment.

Third Grade Reading Bonus

  • Third grade reading proficiency rate and the number of students scoring proficient or higher on the third grade reading test are based on FY17 Ohio School Report Card data used in the FY18 April # 1 payment.

Additional Items

  • Preschool special education students in categories one through six are based on FY18 data used in the FY18 April # 1 payment.
  • Special education transportation funding is based on the FY18 data used in the FY18 April # 1 payment.

Transfers and Adjustments

  • The educational service center deduction is based on the FY18 April # 1 payment.
  • Community school and STEM school transfers are based on the FY18 April # 1 payment.
  • Scholarship transfers use the April #1 amount without any increase. Actual deductions may be larger or smaller depending on participation in the scholarship programs.   
  • Open enrollment deductions are based on the FY18 April # 1 payment and are increased based on FY19 formula and factors.
  • Other adjustments are based on the FY18 April # 1 payment.
