Administrative Review Resources

The Richard B. Russell National School Lunch Act, as amended by the Healthy Hunger-Free Kids Act of 2010 (HHFKA), requires a unified accountability system designed to ensure that participating school food authorities (SFAs) comply with National School Lunch Program (NSLP) and School Breakfast Program (SBP) requirements. The Act also requires an accountability system that conducts administrative reviews to evaluate program requirements for NSLP and SBP during a 3-year cycle.

The Administrative Review provides a comprehensive evaluation of school meals programs by State Agencies (SAs) of SFAs participating in the NSLP and SBP, and includes both critical and general areas of review. The Food and Nutrition Service (FNS) has expanded the scope of review for both the critical and general areas to provide for a more robust review of program operations.  This includes the implementation of the HHFKA program requirements and other Federal programs.  

The administrative review process is designed to allow ODE to conduct on-site and off-site reviews. Under an off-site component, ODE will collect information from what we have available or directly from the school. This process allows ODE to gain a better understanding of a school’s operations prior to the on-site review, thus providing for a more robust on-site review while decreasing ODE’s on-site review time.  The on-site portion of the Administrative Review is intended to validate the information collected off-site and provide an opportunity for ODE to observe the operation of the school nutrition program in selected schools. The objectives of the new Administrative Review are the same as the former CRE and SMI objectives: determine whether the school meets program requirements; provide technical assistance; secure any needed corrective action; and assess fiscal action, if applicable.

USDA FNS granted the state agency a waiver request to allow the implementation of a 5-year administrative review cycle for the National School Lunch Program beginning with the 2016-2017 school year cycle. FNS approved this waiver request for a single administrative review cycle extension through June 30, 2021.
