Ohio’s Revised Title III Accountability Plan for Limited English Proficient Students; Effective School Year 2009-2010

ODE made revisions to Ohio’s Title III Accountability Plan for students served in Limited English Proficient (LEP) programs and has received approval for the changes from the U.S. Department of Education. The revisions, which are effective for the 2009-2010 school year, will assure compliance with the federal Notice of Interpretations published in October 2008 regarding Title III of the No Child Left Behind Act. The changes are expected to be in incorporated into the Ohio Administrative Code in July 2010.

The research-based revisions in the plan provide two pathways for students in grades 3-12 to exit the LEP program, and they appropriately measure the progress and attainment rates of all LEP students in their acquisition of English.

To propose the revisions, ODE worked collaboratively with the Ohio English as a Second Language Advisory Committee and the American Institute for Research on a comprehensive review of the Title III Accountability Plan. The process involved conducting a longitudinal study of LEP student performance on the Ohio Test of English Language Acquisition, Ohio Achievement Assessments and Ohio Graduation Tests.
