Guidelines and Academic Programs for Educating LEP Students

The U.S. Department of Education, Office for Civil Rights, provides guidelines regarding school districts’ legal obligation to language minority students. Following is a summary of these guidelines and additional resources.

First, school districts must identify all students whose first or home language is other than English. Then districts need to assess these students to decide if they are limited English proficient (LEP) and need special language help to be successful in the district's academic programs.

Districts must then provide the special language service programs and education approaches that best meets the needs of their LEP students.
