OTES 2.0 Evaluation Requirements for Teachers Rated Accomplished and Skilled

How frequently a district evaluates teachers who received accomplished and/or skilled ratings in the previous year depends upon several factors. The district may decide to evaluate all teachers annually or the district may elect to evaluate these teachers on the less-frequent cycle per Ohio law

For teachers rated accomplished

Teachers rated accomplished may be evaluated annually or districts may choose to evaluate them every three years. Please note in the table below that certain requirements apply if the district is not conducting full formal annual evaluations of these teachers. The evaluation schedule must be noted in OhioES in the fall of the school year.
 
District-selected evaluation schedule Requirements
1) Every three years (less-frequent cycle)
  • Self-directed Professional Growth Plan;
  • One observation;
  • One conference with discussion of progress on Professional Growth Plan;
  • Evaluator determines the teacher is making progress on the Professional Growth Plan to continue the less-frequent evaluation cycle.
2) Annual evaluation
  • Professional Growth or Improvement Plan;
  • One Formal Holistic Observation of at least 30 minutes followed by a conference;
  • Classroom Walkthroughs (at least two);
  • Formal Focused Observation of at least 30 minutes- Emphasis on Focus Area(s);
  • Final Summative Conference.


A teacher is fully evaluated and earns an accomplished rating (Year 1). The following year, the teacher’s rating is carried forward. The evaluator must complete the rating carried forward for Year 2 in OhioES (Directions are at this link.). The next year, the teacher’s rating is carried forward again. The evaluator must complete the rating carried forward for Year 3 in OhioES. The following year, the teacher would be fully evaluated.

For teachers rated skilled

Teachers rated skilled for the prior year may be evaluated annually or districts may choose to evaluate them every two years. Please note in the table below that certain requirements apply if the district is not conducting full formal annual evaluations of these teachers. The evaluation schedule must be noted in OhioES in the fall of the school year.

  • Jointly developed Professional Growth or Plan;
  • One observation;
  • One conference with discussion of progress on Professional Growth Plan;
  • Evaluator determines the teacher is making progress on the Professional Growth Plan to continue the less-frequent evaluation cycle.
2) Annual evaluation
  • Professional Growth or Improvement Plan;
  • One Formal Holistic Observation of at least 30 minutes followed by a conference;
  • Classroom Walkthroughs (at least two);
  • Formal Focused Observation of at least 30 minutes- Emphasis on Focus Area(s);
  • Final Summative Conference.
