Senate Bill 21 authorizes changes to the Third Grade Reading Guarantee
Gov. John Kasich has signed into law Senate Bill 21, which the Ohio General Assembly passed to make it easier for school districts to carry out Ohio’s Third-Grade Reading Guarantee. As a result of the bill’s changes, more teachers may be eligible to teach reading to students affected by the Third Grade Reading Guarantee. The bill also describes a course of action for districts that will have too few qualified teachers to fully implement the guarantee this coming school year and makes additional provisions for students with disabilities and students who are English language learners.
