Ohio English Language Proficiency Assessment (OELPA)
OELPA Test Window 2019
The 2019 OELPA test window is February 4-March 29
. Please mark your calendar to allow testing within the test window. The 2019 OELPA results will be reported in May with the Family Reports scheduled for June.
The Screener will be required for districts to administer at no cost to the district. The Screener is the official screener to be used to identify English learners. Commercial screeners may be used for functions other than English learner identification.
The Screener is scheduled to be available in Ohio on August 1, 2018. Districts may administer the Screener at any time during the administration window, August 1, 2018 through June 28, 2019. Districts are not required to start screening on August 1, 2018.
The Screener will be online; however, there will be a paper format for those students who are unable to use the online format. Districts with situations (see article on page 2 of this bulletin) involving the limitation of technology should contact the Ohio Department of Education at firstname.lastname@example.org
to start the process to determine eligibility for an exception to online testing. Districts may begin the process to determine eligibility prior to the August 1 start date of the Screener. Paper tests must be ordered when the enrolled students’ needs become identified. Districts are not permitted
to order multiple copies of the paper format to store until it is known that a student needs to be screened. The Screener is a secure test.
The Screener will be locally scored which means districts will score the constructed-response items on the speaking and writing tests. All other items will be scored by machine immediately after the response has been submitted. The scores will be merged for the final score. The local scoring will ensure timely identification of English learners.
Training for local scoring was provided by the Department through a PowerPoint that is posted on the OELPA
webpage and on the portal

Screener Transition Period for SSID
Districts must pre-identify or register
in TIDE students that will be administered the Screener. The pre-identify task may be done on or after August 1, 2018. The student must have an SSID to be registered in TIDE. Those districts that cannot receive a requested SSID in a timely period may extend the use of their commercial screener through September 30, 2018. Starting on October 1, 2018, all districts
must use Ohio’s Screener to identify English learners. This extension is for the school year of 2018-2019 only
and will not be repeated next year. Districts must review their processes to obtain SSIDs in a timely manner for future use of the Screener.
