The equivalent of an approved program for the school treasurer license shall include the following educational and field experience components:
1. Educational Requirements
(A) A baccalaureate degree in business, three semester hours in school law, and three semester hours in school finance, OR
(B) A baccalaureate degree in a non-business area, nine semester hours in accounting, three semester hours in school law, and three semester hours in school finance.
2. Field Experience Requirements
(A) The field experience component may be met through completion of a 300-hour internship in a school treasurer’s office, under the direct supervision of a licensed school treasurer.
The 300-hour internship should be an individualized, mutually developed series of experiences reflective of the results of an assessment of the educational needs of the intern as related to the role, functions and responsibilities of the treasurer.
The 300 hours of field experience should be well distributed over the following:
1. Overview of Treasurer and Business Office Responsibilities (10 hours)
a. Review of statutory duties b. Relationship with board of education c. Role and relationship with superintendent and other administrators d. Relationship with other offices and officials
2. Financial Management (20 hours)
a. Basic banking depository requirements b. Investments c. Bonds and notes
3. Fund Accounting (50 hours)
a. Processing accounts payable and receivable b. Receipts c. Billing and invoices d. Purchase orders and encumbrances e. Petty cash and change funds f. Student activity funds/management g. Internal accounting controls
4. Financial Reporting (50 hours)
a. Budget and appropriations b. Financial forecasting and fiscal analysis c. General purpose financial statements, cash reporting d. GAAP
5. Purchasing and business functions (80 hours)
a. Bidding and purchasing procedures b. Employee contracts c. Payroll processing/distribution/reports d. Employee benefits (type, enrollment & claims) e. Salary schedules
6. Legal/Legislation (50 hours)
a. Ohio compliance functions b. Fiscal certificates c. Legal notices d. Short and long-term borrowing e. FMLA, ADA, FLSA, Workers’ Compensation
7. Administrative and other duties (20 hours)
a. Board secretary-minutes and role at board meetings b. Member of administrative team/role with policy team c. Record retention/destruction d. Collective bargaining (public sector)
8. Other areas, if appropriate, to the particular district and its needs (20 hours)
(B.) In place of a supervised 300-hour school treasurer internship, it is possible to utilize two years of significant, global fiscal officer responsibility in an organizational setting.
This experience must be at the level of either chief or assistant (deputy) fiscal officer, and must be representative of the broad range of functions, and areas of responsibility must include at least four (4) of the following:
1. Accounting and financial reporting 2. Forecasting and planning 3. Budgeting and appropriations 4. Cash and asset management 5. Finance and investments 6. Supervision of payroll procedures 7. Compliance functions including tax payments and filings 8. Office management
Equivalency for the School Business Manager License
The equivalent of an approved program for the school business manager license shall include the following educational and field experience components:
1. Educational Requirements
(A) A baccalaureate degree in business, OR
(B) A baccalaureate degree in a nonbusiness area with 15 semester hours selected from at least four (4) of the following areas:
1. Accounting 2. Collective bargaining and labor relations 3. Computer applications 4. Food service management 5. Office administration 6. Personnel management 7. Purchasing 8. School finance 9. School law 10. Risk management 11. Transportation management 12. School plant management and operations
2. Field Experience Requirements
(A) The field experience component may be met through completion of a 300-hour internship in a school business manager’s office, under the direct supervision of a licensed school business manager.
The 300-hour internship should be an individualized, mutually developed series of experiences reflective of the results of an assessment of the educational needs of the intern as related to the role, functions, and responsibilities of the business manager.
The 300 hours should be well distributed over the following:
1. Overview of business office responsibilities 2. Supervision and management of district business affairs 3. Budget development and long-range financial planning 4. Management of district real estate and insurance programs 5. Supervision of support services in the areas of purchasing, food services and transportation 6. Personnel management of all clerical, business and support staff 7. Supervision of facility maintenance, construction and alteration 8. Coordination of safety programs including fire inspection and prevention, weather alerts, energy conservation and school bus safety inspection.
(B) In place of a supervised 300-hour school business manager internship, it is possible to utilize two years of experience as a business manager or as a supervisor or director of business services in an organizational setting.
This experience must be at the level of either chief or assistant (deputy) business manager or director, and must be representative of the broad range of functions associated with the school business manager position.
Areas of responsibility must include at least four of the following:
1. Facilities maintenance 2. Facilities construction and expansion 3. Real estate management 4. Insurance and risk management 5. Food services 6. Transportation 7. Purchasing 8. Health and safety programs 9. Personnel management 10. Budget development and long-range planning
REQUIREMENTS FOR RENEWAL OF THE PROFESSIONAL SCHOOL TREASURER AND SCHOOL BUSINESS MANAGER LICENSES
(A) The professional license is valid for five years and may be renewed by individuals currently employed in a school or school district upon verification that the following requirements have been completed since the issuance of the license to be renewed:
1. Six (6) semester hours of coursework related to the area of licensure, OR
2. Eighteen continuing education units (180 contact hours) or other equivalent activity related to the area of licensure as approved by the local professional development committee of the employing school or school district.
Each licensed individual wishing to fulfill the license renewal requirements is responsible for the design of an individual professional development plan, subject to approval of the local professional development committee. The plan shall be based on the needs of the individual, the students, the school, and the school district.
Coursework or continuing education units or other equivalent activities may be combined.
(B) Renewal of the professional license for individuals not currently employed in a school or school district shall require completion of six semester hours of coursework relevant to the area of licensure since the issuance of the license to be renewed.
(C) A professional license that has lapsed for up to five years due to not meeting the professional development requirements may be reinstated upon completion of nine semester hours of coursework relevant to the area of licensure since the issuance of the license to be renewed.
(D) A professional license that has lapsed for more than five years due to not meeting the professional development requirements may be reinstated upon completion of 12 semester hours of coursework relevant to the area of licensure since the issuance of the license to be renewed.
