Youngstown City Schools Academic Recovery Plan

The Youngstown Academic Distress Commission (YADC) was established by the State Superintendent of Public Instruction in January of 2010, pursuant to Section 3302.10 of the Ohio Revised Code. The statue requires that the Superintendent establish an Academic Distress Commission for each school district that has been declared in academic emergency pursuant to Section 3302.03 of the Ohio Revised Code and has failed to make adequate yearly progress for four or more consecutive years.

The Youngstown Academic Distress Commission adopted this Academic Recovery Plan (ARP) on June 28, 2010, meeting its statutory requirement to adopt an Academic Recovery Plan that addresses academic problems at both the district and school levels and includes:

  • Short-term and long-term actions to be taken to improve the district’s academic performance;
  • The sequence and timing of the actions and the persons responsible for implementing the actions;
  • Resources that will be applied toward improvement efforts;
  • Procedures for monitoring and evaluating improvement efforts; and
  • Requirements for reporting to the commission and the district board of education on the status of improvement efforts.

The YADC will monitor the implementation of this plan and will modify the plan based upon the district’s progress toward achieving the goals and progress measures outlined below. As required by statute, the plan will be updated and resubmitted to the Superintendent of Public Instruction for approval at least once a year. Progress and implementation monitoring reports will submitted to the YADC monthly and to the State Superintendent of Public Instruction quarterly in September, December, March, and June.

The Youngstown Academic Recovery Plan was approved by Superintendent of Public Instruction Deborah Delisle on July 27, 2010.
