Compliance requirements for Transportation Enforcement Management

Ohio law outlines the requirements for transportation compliance. The Department addresses school bus-related complaints through the submission of a Transportation Concern Form (TCF). For the 2025-2026 school year, the Department has revised the Transportation Enforcement Management (TEM) process.  

• Previous process: School districts received copies of TCFs through email and submitted responses through email. 
• New process: Everything will be submitted electronically through the TEM database. Districts will be notified by email when a TCF is filed with a link to access the TEM database, view the TCF, and respond, including the ability to upload records (such as GPS data).
