Individuals with Disabilities Education Act annual requirement

The Individuals with Disabilities Education Act (IDEA) annually requires states to analyze the performance of each local district on the special education indicators. The Ohio Department of Education and Workforce released Phase 2 of the 2024-2025 Special Education Profile on May 5 for each school district and community school. The additional indicators provided in this update are for continuous improvement and planning purposes. These Phase 2 indicators do not have required actions: 

  • Math and reading/language arts assessment participation rates (Indicator 3a) 
  • Math and reading/language arts standard assessment proficiency rates (Indicator 3b) 
  • Math and reading/language arts alternate assessment proficiency rates (Indicator 3c) 
  • Math and reading/language arts assessment proficiency gaps (Indicator 3d) 
  • Least restrictive environment for school-age students (Indicator 5) 
  • Least restrictive environment for preschool students (Indicator 6) 
  • Preschool outcomes (Indicator 7) 
  • General supervision: timely correction of noncompliance (Indicator 18) 
  • Enrollment by disability category

The 2024-2025 Special Education Profile Phase 1 indicators, released on Jan. 9, included indicators 1, 2, 8, 9, 10, 11, 12, 13, 14, 15, alternate assessment participation, and significant disproportionality in special education identification, placement, and discipline.

Data for Indicators 4a and 4b will not be made available within the 2024-2025 Special Education Profile. The Department continues to examine methodology to ensure best practices for Ohio’s students with disabilities and will further engage stakeholders at a later date. Likewise, the Department will not be including Indicator 4b in the 2025 Special Education Rating calculation.

The Department emailed Phase 2 notifications to superintendents, special education contacts, and community school sponsors. Profiles are available through the OHID Portal.
