Federal Formula Grants and Ohio’s Artificial Intelligence (AI) Strategy

Ohio's AI in Education Coalition: AI Strategy outlined several recommendations for schools and districts.

As local education agencies work to develop policies, federal formula grants funds may help support AI initiatives.

Formula grant funds may be used to support several aspects of Ohio’s AI Strategy. Federal formula grants, such as Title I-A, Title II-A, Title III, Title IV-A, and Title V, can be used to support AI integration activities aligned with the intent and purpose of the grant. The U.S. Department of Education also provided guidance on the use of formula grant funds to support improved outcomes for learners through the responsible integration of AI.

Federal formula grants used to support allowable activities

The chart below lists activities aligned with the AI in Education Model Policy, Ohio’s AI Strategy Guiding Principles, and the U.S. Department of Education Dear Colleague Letter. Allowable activities are not limited to this list. In general, districts must use federal funds to supplement, not supplant state or local funding sources.

  • Provide AI literacy opportunities for students (Title IV-A, Title I-D)
  • Offer new or expanded computer science courses (Title IV-A, Title I-D)
  • Develop or procure AI tools (Title I, Title III, Title IV-A, Title I-D)
  • Expand access to high-quality personalized learning materials (Title I, Title III, Title IV-A, Title I-D)
  • Provide AI-enhanced high-impact tutoring (Title I, Title III, Title IV-A, Title I-D)
  • Professional development related to AI integration (Title II, Title III, Title IV-A, Title I-D)
  • Coaching on the use of AI tools (Title II, Title IV-A)
  • Teach families to use AI tools effectively and responsibly (Title I, Title III and Title IV-A, Title I-D)
  • Leverage AI to help students identify career interests and make informed choices (Title IV-A, Title I-D)
  • Predictive models that support educators in identifying students in need of additional advising or support services (Title IV-A)
  • Teach AI ethics to staff and students (Title II, Title IV-A)
  • Integrate AI information sessions into family and community events (Title I, Title III, Title IV-A, Title I-D)
  • Incorporate AI into extracurricular STEM clubs (Title IV-A)
  • Procuring diagnostic and scheduling tools that use AI to match learners with tutoring services based on need (Title I, Title IV-A, Title I-D)
  • Integrate AI into transition services to support students (Title I, Title IV-A, Title I-D)
  • Introduce AI to students for career/technical development and education (Title IV-A, Title I-D)
  • Integrate AI in libraries to support student learning (Title I, Title IV-A, Title I-D)

Title V-B Rural grant funds can be used to carry out activities allowable under Title I-A, Title II-A, Title III, and Title IV-A. Districts that receive these funds could use them to support any of the listed activities.

Additional federal, state, or local funds may be available to support AI integration in schools and districts. Be sure to follow federal supplement, not supplant, guidance for formula grants when using multiple funds to support Ohio’s AI Strategy.
