Where can a local recipient find guidance on allowable use of Perkins funds?

Does the local recipient have to answer all sections and questions of the CLNA and Application?
Yes, all sections of the CLNA must be completed. Applications (the “Local Application” tab of the workbook) must describe both Goals and Strategies for each Part (“Question”), and funds must be allocated to at least one strategy that closes equity gaps or labor market alignment.

For the completion of the local application, do I have to address the (listed) goal?
Yes, Every Part (“Question”) requires a Goal. At a minimum, local recipients must allocate funds to one strategy addressing closing equity gaps or labor market alignment.
