Special Education for Community Schools

The Office of Community Schools, the National Association of State Directors of Special Education and the Office for Exceptional Children, collaboratively provides extensive resources for sponsors, school administrators and others, regarding the relationship between “Individuals with Disabilities Education Act" (IDEA) requirements and state legislation applicable to Ohio’s community schools.


A community school established under Chapter 3314 of the Revised Code shall be considered a school district for the purposes of this chapter and as such must comply with all state and federal special education statutes and rules.

Providing the required special education services for students with disabilities and observing the proper procedures required by both federal and state law can be a challenge for a new community school, but it is critical that all federal and state rules and regulation be followed closely. When community schools are developed by individuals who may not have a strong educational background they may not fully understand their special education responsibilities and the demands that community schools must meet to comply with all state and federal special education statutes, rules and regulations.

New community school developers should work closely with consultants from the Office of Community Schools and the Office for Exceptional Children to ensure that the required identification and service provision requirements are met for all students who may have or may be suspected of having a disability.

Staff members from ODE's Office for Exceptional Children (OEC) and Office of Community Schools (OCS) provide training, technical assistance and monitoring to Ohio's traditional and community public schools regarding services and supports to students with disabilities and their families.
