Fiscal Year 2022 Changes

Basic information about both potential Fiscal Year 2022 EMIS changes and scheduled Fiscal Year 2022 EMIS changes are available in the table below. Release information also is included when available. The changes are listed in numerical order, starting with the most recently requested change. Note that releases are scheduled for every other Thursday, and this page is updated on a regular basis.

Ohio law requires EMIS to create a process by which users of the system can review and provide public comment on new or updated EMIS guidelines. EMIS changes that are subject to this process must be posted on the website for 30 days for public comment, 30 days for the Department's response to comments, and then another 30 days for public review before changes are considered “final.”

Changes that are open for public comment can be identified in the table below by a short title in red font. These changes also include the relevant comment and review dates and attachments with the details of the changes. To submit comments about a change, use the email link listed for that change. Each email link is unique to the particular change. Please do not include comments for multiple changes in a single email.

New Level 2 report--partial enrollment funded gifted students. Student who are identified for the first time in the current school year may not receive gifted FTE credit for the entire school year. This report will list the students at the district who are receiving less in gifted FTE than they are in adjusted base FTE. Will lists all FS/FD records for the student, with information on the gifted funding status of each record and the first date of gifted identification.

New Attachment Only Collection Request for enhancement requests. Per the EMIS Advisory Council, this new collection is a way for people to request enhancement requests for the data collector, Level 2 reports, received files, etc. A form will be added to the website that can be filled out and submitted to the Department via the data collector. (Note: this was Change #20-180, then #21-102.)

Note that this is no longer being implemented via a new collection. This will instead be an online survey. This approach does not require changes to the EMIS system; therefore, this is no longer a traditional EMIS change. However, this will remain in the change process and will be treated as other EMIS changes for transparency.

Earlier data collection

Several changes were made during FY21 to begin collection of data needed for the Statewide Longitudinal Data Systems Project 3 Progress Towards Graduation and Early Warning System components. The Graduation Alternative Competency Seals were not included in reporting at the start of the FY21 school year. Since the systems will be deployed from early FY22 on, these seals are now being added to the earlier collections.

For FY21, these were only required in the second half of the year. Once the Progress Towards Graduation Reports are available to districts, they will need to be able to report updates to these program codes during the full school year. This includes both the graduation seals and the biliteracy seal.

With the transition to Perkins V, technical skill attainment will no longer be based on the March (D) population. As a result, there is no longer a need to collect GY assessment records during March (D).

Reverse COVID-related temporary license Teacher Licensure Course Status Report change. HB 197 allowed the Department to issue temporary versions of licenses, which were treated as full licenses in FY21 only. This change reverses EMIS change 21-45.
