FY22 Changes

In the following table, you will find basic information about both potential FY22 EMIS changes and scheduled FY22 EMIS changes. Release information is also included when available. The changes are listed in numerical order, starting with the most recently requested change. Note that releases are scheduled for every other Thursday. This page is updated on a regular basis.

Ohio Revised Code Section 3301.0730 requires EMIS to create a process by which users of the system can review and provide public comment on new or updated EMIS Guidelines. EMIS changes that are subject to this process must be posted on the website for 30 days for public comment, 30 days for the Department's response to comments, and then another 30 days for public review before changes are considered “final”. Changes that are open for public comment can be identified in the table below by a red short title. These changes also include the relevant comment and review dates and an attachment with the details of the change. To submit comments about a change, use the email link listed for that change. Each email link is unique to the particular change. Please do not include comments for multiple changes in a single email.

Updates to computer science subject codes

As required by Ohio Revised Code, the Office of Learning and Instructional Strategies has requested a number of changes to the subject codes in the EMIS Manual and to the Certification/Licensure checks.

The terminology in the definition for CI225 (Early Childhood Education Qualification Element) is being updated to align with current language around the ECE grant.

Report earned credits in Initial Staff and Course Collection

Begin collecting GN150 and GN152 during the L1 collection for use on the progress towards graduation reports and, assuming continued legislative authorization, the e-school funding pilot. Will also enable determination of CTE course completion via credit earlier in the school year.

This change updates the special COVID section of the EMIS Manual per HB409, which allows for flexibility around the retention/promotion of third grade students at the end of the 2020-2021 school year (the retention data that will be reported in the FY22 Retention – Grade 3 Only Collection opening in July 2021).

Initial IEP Eye Examination Group

The Office for Exceptional Children will be reducing the data collection for the Initial IEP Eye Examination Group in the Organization - General Information (DN) (Section 5.3 of the EMIS Manual) Record to only collect data that is required in ORC 3323.19 to reduce the data reporting burden for districts and community schools given the limited use of this data.

Open Student Course Grade Collection earlier in the fall. In the fall, the progress towards graduation and early warning system are planned to be operational. To ensure that all the relevant data can be updated by LEAs, this change would move the open date for the Student Course Grade Collection to match the open date for the Initial Staff and Course Collection.

Collect graduation-related seals in the Beginning of Year student (S) Collections

For FY21, these were only required in the second half of the year. Once the progress towards grad reports are available to districts, they will need to be able to report updates to these program codes during the full school year. This includes both the grad seals and the biliteracy seal.

With the transition to Perkins V, technical skill attainment will no longer be based upon the March D population. As a result, there is no longer a need to collect GY assessment records during March D.

Reverse COVID-related Temporary license TLC status change. HB 197 allowed ODE to issue temporary versions of licenses, which were treated as full licenses in FY21 only. This change essentially reverses the work done for EMIS change 21-45.
