Automate TLC Status report checks for SB3 flexibility. SB3 (passed March 2017) extended some flexibility to districts that meet certain report card benchmarks. One area of flexibility is the proper cert checks for the Teacher Licensure Course Status report. Teachers in these districts may teach courses beyond the limits of their credentials, within certain guidelines. In prior years, this flexibility was applied to the TLC Status report manually. This change automates the process so that districts will see the flexibility reflected on their reports prior to the close of the Initial Staff and Course Collection.

EMIS programming at the Department creates a CU Record from the relevant CN Record when a CU Record is not reported by the district. This is old code that is no longer needed. It is being included here so that software vendors are aware of the change and can plan accordingly if this in any way impacts their programs.

New Exiting Student Follow-Up Record and collection
Updates to the report card law ( ORC 3302.03(D)(2)(f)) require the Department to include report-only post-graduate outcomes on school and district report cards for students who earn diplomas in the prior year. Report card post-graduate outcomes include information related to post-secondary enrollment, apprenticeship programs, employment, and military enlistment.
Many of these data points are also required for the CTE Workforce Development Follow-up and for a follow-up on special education students currently conducted outside of EMIS by the Office for Exceptional Children. There is also a high degree of overlap in the students included in these three follow-up collections. Because of these overlaps, EMIS will be eliminating the current March (D) Follow-up Collection and the CTE Workforce Development (GV) Record and replacing them with a new record type (FW) and a new collection that includes the students and data needed for all three follow-ups.
The initial collection for this combined follow-up will start in fall 2022 and will be based on student enrollment and graduation status during the 2021-2022 school year.
Update (August 12, 2022). There has been an update to this change since the original posting. The update is highlighted in yellow.
Career-Technical Follow-Up LEA IRN, Graduate Follow-Up LEA IRN, and Students with Disabilities Follow-Up LEA IRN were initially listed in the File Layout as numeric fields. However, IRNs are always included as alphanumeric fields, which allows for the reporting of “******”. This update makes these elements alphanumeric fields.
Note that these IRNs will be provided by the Department for reference only. They cannot be updated through the reporting of this record.
