Adds checks to Final Staff and Course for contracted staff FTE. This change adds two checks to the Final Staff and Course Collection. The total Position FTE reported on the Contractor Staff Employment (CJ) Record must be less than or equal to the Position FTE reported on the associated Staff Employment (CK) Record. In cases where the FTE on the CJ Record is more than the FTE on the CK Record, the CJ Record will fatal and the CK Record will receive a critical error.
These checks are being implemented in the FY25 Final Staff and Course Collection. Beginning in FY26, these checks will be included in both the Initial and the Final Staff and Course Collections.

Section 2.8 clean up
This change removes policy guidance from EMIS Manual Section 2.8 Student Assessment (FA) Record and deletes the SAT reporting table. The guidance being removed is policy information related to which students take certain assessments. Districts should refer to the guidance provided by the Office of Assessment for that information. The SAT reporting table is being removed as there is no longer a need to provide reporting guidance for SATs that were taken prior to March 2016.

Office of Early Learning and School Readiness Name Change
HB 33 (the budget bill) transferred some of the duties, functions, programs, and staff related to children and youth from the Department of Education and Workforce to the Department of Children and Youth. This includes much of the work previously done by the Office of Early Learning and School Readiness. This change reviews the EMIS Manual and updates all references to that now defunct office.
