Updates to absence intervention
HB 96 (the budget bill) made changes to the absence interventions required by districts. This change updates the information regarding truancy and absences. It also removes the OAC list of allowable excused absences from Section 2.1.1. This list is copied directly from the OAC; removing it directs districts to the original source and avoids the possibility of errors in the Manual. Finally, this change deletes EMIS Manual Section 2.22 Student Truancy and Excessive Absence (FT) Record. Note that the deletion of this record does not end truancy requirements for districts. Search for “Attendance Support” on the Department’s website and see ORC §3321.19 for more information.

HB 96 (the budget bill) allows students to be excused from school for a certain amount of time to attend a private driver education course. This will not change EMIS reporting; however, it will require an update to the information about excused and unexcused absences that is included in EMIS Manual Section 2.1.1.
This list of excused and unexcused absence reasons is being removed from Section 2.1.1 as part of EMIS change 26-119; therefore, this change is not needed and has been cancelled. |

Adds program code for financial literacy exemption
HB 96 (the FY26 budget bill) allows students to be exempted from the 1/2 unit of financial literacy required for graduation under certain circumstances. Districts may have a board policy that excuses from the requirement any student who participates during high school in a financial literacy program offered by a bank or by a student branch of a credit union. This change adds a program code that indicates that a student as been exempted from the FIN requirement due to meeting these alternate requirements.
