General Questions

Why are districts and community schools asked to review and verify EMIS data?
The data that districts and community schools report in EMIS significantly impacts the services and opportunities provided to students, by driving district funding, district and school Report Cards, and other programs and services determined by district data. As such, it is critical for superintendents and treasurers to review their EMIS data and verify that data is accurate and complete.
 
Superintendents are legally required to review and certify the quality of data, as noted in the following:
  • Ohio Revised Code 3301.0714 requires districts to report data in the statewide education management information system (EMIS). 
  • Ohio Administrative Code 3301-14-01 (G) requires district Superintendents and Treasurer to verify and approve all EMIS data for reporting purposes.
  • Ohio Revised Code 3317.03 (B) requires district Superintendents to certify average daily membership (ADM) figures in the Funding Certification Report used to calculate funding.
 
Ohio Revised Code 5705.391, in accordance with sections 3319.31 and 3319.311 of the Revised Code, may limit, suspend, or revoke a license as defined under section 3319.31 of the Revised Code that has been issued to any school employee found to have willfully contributed erroneous, inaccurate, or incomplete data required for the submission of the five-year projection required by this section.

What should I do throughout the year to make sure my data is accurate?

Superintendents and treasurers should work with EMIS coordinators on a regular basis throughout the year to review data using the Secure Data Center (SDC) and EMIS reports during every open EMIS data collection. Districts and community schools should not wait until the EMIS Data Review and Verification form is due to begin looking at data.

Districts and community schools will be required to complete the relevant EMIS Data Review and Verification form after the associated EMIS collection closes. See the chart on the EMIS Data Review webpage for more information.

Who is responsible for submitting an EMIS Data Review & Verification form?
The superintendent is legally required to complete and approve most of the EMIS Data Review & Verification forms. The only exception is the EMIS Data Review & Verification for Finance (only the treasurer is required to complete and approve this form). See the chart on the EMIS Data Review webpage for more information.

What should I do if I discover my district has reported inaccurate data after the EMIS collection closes?
Complete the EMIS Data Review and Verification form. If the associated data appeal window is still open, fill out and submit a data appeal before the deadline. In the data review, check the box indicating that your district or community school is appealing data. 

If the associated data appeal form is already closed, check the box in the data review indicating that your data is not correct, if appropriate, and indicate why in the comments section below.

What are the consequences of not completing the EMIS Data Review and Verification form?
EMIS Data Review & Verification forms are considered part of EMIS reporting as described in Ohio Revised Code 3301.0714. A list of districts that fail to complete the Review & Verification process will be posted on the Department website. Failing to complete the process may also trigger progressive sanctions outlined in Ohio Administrative Code 3301-17.

Superintendents will receive an email notification in the EdConnection newsletter. The information will also be shared with EMIS coordinators in an EMIS Newsflash and through Twitter. Dates are always kept current on the EMIS Data Review & Verification webpage.

How should a new superintendent or treasurer complete the EMIS Data Review and Verification form for data submitted before they started in their current role at the district?
Consult with your EMIS coordinator and other district personnel and complete the review process to the best of your knowledge. If a data reporting issue is discovered later, notify the Department.

What should I do if I cannot access the “Forms” or “Report Portal" (formerly Secure Data Center (SDC)) tiles after logging into my OH|ID account? What should I do if I cannot see the “EMIS Data Review and Verification” box after clicking on the “Forms” tile?
Consult with the district or community school's OEDS Organization Administrator to ensure you have the appropriate role in OEDS of either superintendent, treasurer, EMIS coordinator, or superintendent designee.

Can a person assigned to the superintendent designee role in OEDS complete the EMIS Data Review and Verification form on behalf of the superintendent?
Yes.

What should I do if there is no superintendent or treasurer currently employed at my district?
The superintendent designee can approve the form in place of the superintendent.

If no treasurer is employed to complete and approve the Data Review for Finance form, please contact the Office of Data Quality at the Ohio Department of Education at DataQuality@education.ohio.gov.
