The Ohio Department of Education’s Office of Improvement and Innovation is pleased to announce that it has completed the compilation of its first 21st CCLC External Community Partnership Listing - for the development of potential partnerships with current and future 21st Century Community Learning Centers (CCLC) programs.
The next collection period will be June 1 through July 31, 2021. The next listing update will be posted on the Department’s 21st CCLC webpage by mid-August 2021.
The Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program provides opportunities for children who come from economically disadvantaged families and attend low-performing schools to receive academic supports. School districts, schools, community-based organizations, including faith-based organizations, institutions of higher education, city or county government agencies, for-profit corporations and other public or private entities are eligible for the 21st CCLC grant.
The Ohio Department of Education's Office for Improvement and Innovation administers the 21st CCLC grant. This federally funded grant program supports high-quality, out-of-school time learning opportunities and related activities for students who attend eligible schools. Recent flexibility from the U.S. Department of Education allows 21st CCLC funds to be used for expanded learning time programming during the school day, week or year in addition to out-of-school time.
FLEXIBILITY WAIVER UPDATE:
The Ohio Department of Education received approval for a flexibility waiver under the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program. The waiver offers flexibility regarding the requirement in section 4201(b)(1)(A) of the Elementary and Secondary Education Act of 1965, which states that a 21st CCLC program operate “during non-school hours or periods when school is not in session (such as before and after school or during summer recess).” The flexibility allows 21st CCLC staff to provide the following types of support to students during school-day hours:
- engaging in remote learning lessons;
- completing independent work that is assigned; and
- engaging in enrichment activities during the portion of the week they are not engaged in traditional (in-person) classroom instruction.
This flexibility is not automatically extended to our grantees - please see below for submission instructions.
If you determine that your grant needs the flexibility to operate during the school day:
- Please review the Flexibility Waiver Guidance and Request Form ; then
- Complete the survey here to notify our office.
These surveys are reviewed weekly, so please be proactive in submitting your request to allow time for approval by your 21st
CCLC Regional Consultant. Once you receive confirmation of your approval, you can begin operating under this guidance through June 30, 2021.
21st CCLC FY22 Bidders' Conference
The Ohio Department of Education is offering potential applicants the opportunity to attend a Bidders’ Conference where the FY22 21st CCLC Request for Application (RFA) will be released. The FY22 Bidders Conference will be virtual and held on Tuesday, March 16, 2021 and Thursday, March 25, 2021. Registration is required and both sessions will cover the same information, so it is only necessary to register for and attend one of the sessions. Register here!

The deadline for all Fiscal Year 2022 Nita M. Lowey 21st Century Community Learning Centers applications is May 28, 2021, at 5 p.m.
The U.S. Department of Education annually provides 21st CCLC funds to states to support activities pursuant to implementing expanded learning time and out-of-school time that clearly align academic services to the identified needs of students and state academic standards. Funding for this grant is contingent upon the Department’s receipt of federal funding.
Grant application period: Monday, April 5, 2021, at 8 a.m. through Friday, May 28, 2021, at 5 p.m.

21st CCLC Getting Started
All organizations just beginning to participate in this program need to take a few initial steps
- Obtain an Employer Identification Number (EIN), which is assigned by the Internal Revenue Service (IRS).
- Set up an Internal Retrieval Number (IRN), which is a unique number assigned to each organization that is doing business with the Ohio Department of Education (ODE). To obtain and use an IRN, the following instructions and forms are provided:
