One Funding Application

The Ohio Department of Education and Workforce (DEW) is committed to ensuring a smooth transition from the Comprehensive Continuous Improvement Plan (CCIP) to the One Funding Application (OFA). To accomplish this, DEW is continuing to implement a hybrid approach for submitting grant applications and making payment requests. A majority of grant applications will be transitioned from the CCIP into OFA for FY27, while a few key grants will remain in CCIP for stability. This approach will allow DEW to refine the functionality of OFA for another year, while also maintaining stability for critical funding sources for educational entities.

  • Consolidated Application (ESEA Title grants, IDEA-B and IDEA Early Childhood Special Education)
Grant Applications in OFA for FY27
  • Comprehensive Literacy State Development (CLSD) grants
  • School Bus Safety Grant
  • Carl D. Perkins Career Tech Grants
  • Agriculture Education 5th Quarter
  • 21st Century Community Learning Center Grant
  • McKinney-Vento Homeless Assistance Program
  • School Improvement Grants
  • Charter School Program and State Facilities Incentive Grants
  • Additional entitlement and competitive grants

This means that education entities that receive Consolidated Application funding will continue to use the CCIP through FY27. All other grants will be completed and approved in the One Funding Application for FY27. If you have specific questions regarding a grant, email EDSTEPS@education.ohio.gov or reach out to your assigned DEW grant contact.

Accessing the One Funding Application

With the appropriate Ohio Educational Directory System (OEDS) access, the One Funding Application will populate within the ED STEPS tile in the Applications section of your OH|ID account. The OEDS- R administrator should assign one of the following roles for accessing the One Funding Application:
  • Treasurer or Fiscal Representative
  • Superintendent or Authorized Representative
  • Data Entry Funding- CCIP
  • Data View Funding- CCIP

Trainings

ED STEPS One Funding Application (OFA) Webinar
Join us for a comprehensive training session on the new One Funding Application. These sessions will will focus on the new One Funding Application that is replacing the CCIP starting with FY2026. The training will cover content such as system access, navigation, grant application workflow, grant tools, and more. There will be an opportunity at the end of the session for questions and answers. 

ED STEPS Regional Trainings & Live Labs in June 2026

The ED STEPS Team will conduct in-person training sessions and live labs in June. These sessions will be covering One Funding Application, system access, navigation, and the grant approval process. Live Lab Sessions between June 22-26, 2026 will be offering participants real-time support as they complete their grant applications.

Please register in STARS V2.0, which can be accessed through the OH|ID Portal under Training and Registration. To find the session information, search for the event name: ED STEPS.

NOTE: The information provided in the sessions in the morning, and afternoon will be the same, please only register for one session. The June 5th training originally scheduled at the State Library of Ohio (274 E. 1st Ave., Columbus, OH 43201) has been relocated due to the State Library of Ohio moving effective April 15th and no longer having lecture halls available.

One Funding Application Search
This search feature allows public users to access the One Funding Application and view agency-approved grant applications for a specific organization. By selecting an organization, users can download the grant applications as a PDF.
