2025 Federal Subsidy Report

Aspire Instructional Grants Update

The Ohio Department of Higher Education has adjusted how the Aspire Instructional grants are tracked in CCIP this program year. This change is directly related to last year’s federal on-site monitoring visit by the U.S. Department of Education. Now providers are required to complete separate budgets and maintain independent financial reports for federal and state allocations. Due to this change, programs that receive Adult Basic Education funding now have two applications in the CCIP system. Providers will see Aspire Instructional – State and Aspire Instructional on the Funding Application page.

Federal allocations will be tracked under Aspire Instructional, and state allocations under Aspire Instructional – State. Remember State funds must align with specific budget items as outlined previously. Project Cash Requests must be submitted separately for each grant, and spending must be captured separately as well.  The state allocation is coming directly from the state support in the biennium budget and must be reported under fund code 499.  Spending under the federal grant, Aspire Instruction, will remain in fund 501. Grantees are encouraged, but not required, to spend their state funds first.
