Property Tax Revenue Supplemental Payment (HB 186)

HB 186 provides property tax relief for eligible Ohio homeowners through the Inflation Cap Credit, which limits the growth in property taxes resulting from increases in property values for properties located in school districts subject to the 20-mill floor. Eligible homeowners will see this credit reflected on their second-half tax year 2025 property tax bills, providing direct savings to families across Ohio.
At the same time, HB 186 provides a property tax revenue supplemental payment in 2026 and 2027 to school districts and joint vocational school districts to help protect local funding levels when the homeowner tax credit results in a reduction in property tax revenue.
In 2026 school districts and joint vocational school districts are eligible to receive payments under provisions of HB 186 to address reductions in property tax revenue resulting from real property tax reductions in counties that underwent reappraisal or triennial updates in tax years 2023 and 2024.
The Ohio Department of Taxation performed the calculations and certified the affected districts eligible for the property tax revenue supplemental payment based on decreases in tax revenue resulting from these reductions:

  • Tax Year 2025 compared to Tax Year 2024 – for property included on the real property tax list.
  • Tax Year 2026 compared to Tax Year 2025 – for property included on the manufactured home tax list.

For school districts that span multiple counties, calculations were completed separately for each county. Payments received by school districts and joint vocational school districts should be receipted into the General Fund (001) using USAS Receipt Code 3139.

The district payment value in the Department of Taxation files reflects the eligibility status for each county portion of a school district:
  • A district payment value of “N/A” indicates that the county’s portion of the school district did not qualify for a credit.
  • A district payment value of “0.00” indicates that the county’s portion of the school district received a credit but did not qualify for repayment.
