High-Quality Tutoring Programs

Ohio House Bill 583 (134th GA) requires the development of a list of tutoring programs that the Department considers to be of high-quality and have the potential to accelerate learning for students in the areas of English language arts, mathematics, science and social studies.  

Evaluation Process

The programs on the resulting list have been determined by the Ohio Department of Education and Workforce to be of high-quality and have the potential to accelerate learning for students in the areas of English Language arts, mathematics science and social studies.

All vendors listed in this directory indicated they provide a comprehensive tutoring program that includes the six “Key Components of High-Quality Tutoring,” including:

  • Use of high-quality instructional materials;
  • Instruction aligned with research on effective teaching and learning;
  • Integration of high-dosage tutoring practices;
  • Use of data-driven instruction;
  • Hiring quality tutors; and
  • Demonstrated effectiveness.

The Department utilized a scoring rubric to evaluate all applications. All complete and timely submissions were evaluated by three qualified reviewers selected by the Department. Upon review of all applications and reviewer scores, applications receiving a score of 75% advanced to the High-Quality Tutoring Programs list. Applications scoring less than 75% did not advance, although applicants may apply again in subsequent application windows.

No school district or school shall be required to use a tutoring program on the list.   
While this list of high-quality programs is intended to be a helpful resource, schools and districts are best equipped to know the specific needs of students and select appropriate tutoring programs and may select any tutoring provider of their choice, including providers not on the list.

Summary of Services:  Amplify’s tutoring offerings support districts in closing foundational literacy skills gaps for K–6 students through research-based, proven high-impact tutoring. The Amplify Tutoring solution is grounded in Amplify’s gold-standard assessment mCLASS® and research-backed mCLASS Intervention.

Amplify tutors provide live, small group, virtual tutoring sessions three times per week for 30-minute sessions. Amplify provides tutoring, training, HQIM materials with assessments and program management. Key Components include:

  • K-6 students, groups of up to 4;
  • (3) 30 minute sessions per week;
  • During, before, and afterschool options;
  • Data-driven groupings and embedded progress monitoring using mCLASS DIBELS;
  • Research-backed lessons aligned to the science of reading using mCLASS Intervention;
  • Comprehensively trained, caring, consistent tutors; and
  • Dedicated Program Manager.

Summary of Services: Hoot Reading is the leading online tutoring service providing 1:1, evidence-based literacy instruction with qualified teachers, at scale. Hoot Reading’s technology was incubated at Sesame Workshop (the creators of Sesame Street) and intentionally designed to improve literacy outcomes for students.

All lessons take place with teachers who hold a B.Ed or higher and have classroom experience. High-impact programs are based on assessment-informed instruction allowing each student to receive a customized instructional pathway to address their individual needs.

Huntington Learning Center

Service Delivery Model: Huntington Learning Center’s high dosage K-12 tutoring and test prep programs are flexible and can be administered in 2:1 or 3:1 ratios:
  • In-person at school (before, during or after);
  • At a Huntington Learning Center; or
  • Both online and in-person.
Summary of Services: Huntington builds academic skills, confidence and motivation with proven academic programs. This learning center is accredited by Middle States Association and Huntington’s tutors are certified. Huntington pinpoints the student’s strengths and weaknesses to build an individualized program to meet their needs, beginning with an academic evaluation. With nearly 50-years of experience, Huntington’s mission is to give every student the best education possible. Key components include:
  • Proven, results-driven methodology;
  • High dosage tutoring in 2:1 or 3:1 ratios;
  • Prescriptive approach with evaluations at the start and conclusion of the program;
  • Science of Reading approach;
  • Individualized learning plans;
  • Instructed by certified teachers; and
  • Accreditation by Middle States Association (MSA).

Tutored by Teachers

Summary of Services: Tutored by Teachers (TbT) provides virtual high-dosage tutoring in Mathematics and English language arts, powered by a tutor community featuring thousands of highly qualified, U.S.-credentialed and experienced classroom teachers. TbT programs target unfinished learning, skill acceleration and enriched learning by forming data-driven student small groups and using data to select focus standards. Programs consist of multiple 30 to 60-minute lessons per week pre-scheduled for a semester or school year, which maximizes learning time and facilitates meaningful relationships.

TbT’s research-based virtual intervention model consistently drives student outcomes, at scale. They deliver double-digit gains on standards-aligned assessments such as iReady and Lavinia. A recent study of NWEA data for an Indianapolis Public Schools tutoring program that served 1,600+ students shows students who participated in TbT tutoring grew 10 points more in Math than students who did not receive TbT tutoring, and 12 points more in Literacy than students who did not receive TbT tutoring. Key Components Include:
  • K-12, small groups of up to 5 students per Teacher-Tutor;
  • Customized programming aligned to Ohio State Standards and Science of Reading;
  • 30-60 minute sessions, at least two times per week for semester/full year;

Schools have access to On Demand Tutoring, 1-on-1 or small group High-Dosage Tutoring and Teacher Assigned Tutoring. All tutoring is delivered on the engaging Live Learning Platform. Varsity Tutors' virtual model, tutor matching approach and proprietary platform allow for a highly personalized instructional experience with all the tools students need to succeed. Their platform includes assessments, reporting and asynchronous instructional practice in addition to direct, live instruction. Varsity Tutors supports school districts with tutor recruitment and matching across their team of 40,000 US-based tutors, initial orientation and training, account set-up, configuration and instructional delivery facilitated via their proprietary platform. Adaptive diagnostics and ongoing assessments help pinpoint students' needs, create individualized learning plans, inform tutoring sessions and track student progress. Parents should contact their local boards of education to raise any concerns they may have regarding the use of tutoring programs because the Department does not have jurisdiction on determining what type of tutoring programs are used in the classroom or what fees are assessed by districts . Districts should work with parents in addressing their concerns and consider such concerns.
