2.1 Phonics


Rules for phonics

The minimum standards requiring the use of phonics as a technique in teaching reading are as follows.

  • The Ohio State Board of Education formulates and prescribes minimum standards requiring the use of phonics as a technique in the teaching of reading in grades kindergarten through three.
  • The term "phonics" means the relationship between letters, speech sounds, patterns and meaning units in written language.
  • Phonics instruction is based on the child's understanding of essential concepts.
  • Phonics instruction occurs in meaningful contexts and includes, but is not limited to, combinations of the following activities:
  • Illustrating the relationships between letters of the alphabet and sounds utilizing words in the first language of the student; how vowels and consonants blend to form syllables; and how syllables form words.
  • Reading aloud to children to heighten awareness of the link between written and spoken language.
  • Providing frequent opportunities for students to read and re-read books and materials to practice and apply their understanding of phonics.
  • Developing the ability of students to approximate word pronunciation by applying phonic generalizations.
  • Demonstrating letter-sound relationships using familiar words as concrete examples.
  • Showing students how to recognize unknown words by comparing them to similarly spelled, familiar words.
  • Utilizing knowledge of letter-sound relationships, meaning of text and structure of words to help students to recognize unknown words.
  • Phonics instruction functions as a technique to help students construct meaning from text and to develop independence in learning.
  • The State Board of Education provides teachers in-service training programs on the use of phonics for teaching of reading in grades K-3.
