Requirements for Behavioral Threat Assessment
Each local, city, exempted village school district, joint vocational school district, community school, and STEM school must have a threat assessment team for each school building in the district serving grades 6 through 12. Ohio law requires each team member to complete an approved threat assessment training program upon appointment and once every three years thereafter. When possible, teams should be multidisciplinary, including school administrators, mental health professionals, school resource officers, and other necessary personnel.

No Cost Comprehensive School Threat Assessment Guidelines (CSTAG) Model Training
Ohio’s Educational Service Centers offer training in the Comprehensive School Threat Assessment Guidelines (CSTAG) model at no cost to schools through September 2026.
The Comprehensive School Threat Assessment Guidelines (CSTAG) Model is evidence-based and is approved by the Ohio School Safety to meet training requirements outlined in Ohio law. After training, teams receive continuous coaching to identify and assess threats, develop intervention plans, and address underlying issues before they escalate.
Research shows that the CSTAG model can:
- resolve threats without serious injury,
- reduce the use of school suspension,
- lower rates of bullying, and
- increase feelings of safety in students and teachers.
School administrators can contact their local Educational Service Center to schedule this no cost training.
