Retention/Promotion Reporting Updates
Recently passed legislation—House Bill (HB) 33—made changes to the Third Grade Reading Guarantee (TGRG) and related policies around retaining and promoting grade 3 students.
 
Given the timing of the FY24 Retention/Promotion Collection, we are unable to make updates to the EMIS Manual as Ohio Revised Code requires such changes to go through the 90-day comment and review process. We are therefore providing this reporting guidance to help districts that are currently reporting this data.
 
For all grade 3 students, report the option that most closely matches the reason they are being retained or promoted. The following reporting rules are unchanged.

  • For students who earned a promotion score on the 3rd grade reading assessment, report option *.
  • For students promoted due to adequate performance on a TGRG Alternative Assessment, report options J, K, L, M, or N depending on the assessment taken.
  • For students who received a promotion score on an Alternative Assessment who are retained for other reasons, including parent request, report option 5.
  • For students who do not earn a promotion score, but are exempt from retention, report option D, E, F, or G.
  • For students retained for reasons other than TGRG, report option 1, 2, 3, or 4.
The following reporting rules are being included here to assit you in reporting students who are retained or promoted due to HB 33.
  • For students who did not meet any other option for promotion (so do not fit into any of the reporting rules above) and would have been retained but are being promoted due to HB 33, report Retention/Promotion option *.
  • HB 33 also includes a provision that allows students who would be promoted due to HB 33 to be retained at parent request. For these students, report Retention/Promotion option A.
