Common Application for List of Approved Assessments 2020-2021

The State of Ohio, through the Department of Education, is requesting proposals for an approved list of third-party-developed assessments for use by Ohio school districts in any of the following areas:

  • Comparable Assessments to Ohio’s K-3 Diagnostic Assessment for the Third Grade Reading Guarantee (K-3 Diagnostic)
  • Alternative Standardized Assessment for the Third Grade Reading Guarantee (Alt Reading)
  • Alternative Standardized Assessment for Grades 3-8 (Alt 3-8) for Chartered Nonpublic Schools
  • Alternative High School Assessments for Graduation (Alt HS) for Chartered Nonpublic Schools
  • Teacher and Principal Evaluation Component (Growth Measure)
  • High Quality Student Data (HQSD)
  • Student Survey for Teacher Evaluation (Student Survey)
  • Gifted Prescreening and Identification (Gifted Assessment)
This Request for Qualifications (RFQ) provides a common application by which vendors may submit qualifications for tests across various areas and seeks vendors with assessment tools that can fulfill multiple purposes to the extent possible, provide high educational value, and assist districts in maximizing time and resources.

The Department seeks full applications from vendors not currently listed on the 2019-2020 Approved Assessment List. Those vendors already listed may affirm their desire to continue by completing and returning a Request to Remain on Approved Assessment List.  Previously approved vendors wishing to add approvals for additional uses should also submit proposals.

Note: Assessments currently approved for Alternative Standardized Assessment in Grades 3-8 (Alt 3-8) for Chartered Nonpublic Schools in Science will need to submit a new application, as new Ohio Learning Standards in Science go into effect for the 2020-2021 school year. For details consult section 1.2 of the RFQ.
 
  • Applications due: June 12, 2020
The Ohio Department of Education continues to work through issues to provide a means to submit applications for the 2020-2021 List of Approved Assessments. We are currently in the process of setting up and testing a submission platform. This does, however, necessitate moving the current submission deadline of May 29 to June 12.
We hope that this does not create an inconvenience. We will be notifying anyone who has submittied the nonbinding Notice of Intent to submit soon with specific instructions, user names and passwords.
If you have not yet submitted an Intent to Submit (but do plan to submit an application), please email peggy.sorensen@education.ohio.gov as soon as possible so that you can receive credentialing information.
 
 



2019-2020 List of Approved Assessments

The Common Request for Qualifications (RFQ) is a unified process designed to help districts strategically identify vendor assessments for multiple purposes. The Ohio Department of Education has reviewed vendor proposals submitted in response to the RFQ for assessments in the following areas:
  • Comparable Assessments to Ohio’s Diagnostic Assessment for the Third Grade Reading Guarantee (K-3 Diagnostic);
  • Alternative Standardized Assessment for the Third Grade Reading Guarantee (Alt Reading);
  • Alternative High School Graduation Assessments for Chartered Nonpublic Schools (Alt HS);
  • Teacher and Principal Evaluation Component (Growth Measure);
  • Student Survey Instruments for Teacher Evaluation (Student Survey);
  • Gifted Prescreening and Identification.

The RFQ process is not a competitive procurement. All vendor proposals meeting minimum criteria for their assessment areas are listed with the assessments for which they were approved. Please note that some assessments are not approved for all uses at all grade levels or content areas. These assessments can be administered by districts and schools beginning in the 2019-2020 school year.


2018-2019 List of Approved Assessments

The Ohio Department of Education reviewed vendor proposals that were submitted in response to the department’s Common RFQ for assessments for use by Ohio school districts in the following areas:

  • Comparable Assessments to Ohio’s K-3 Diagnostic Assessment for the Third Grade Reading Guarantee
  • Alternative Standardized Assessment for Third Grade Reading
  • Alternative High School Graduation Assessments for Chartered Nonpublic Schools
  • Teacher and Principal Evaluation: Qualifications for Student Assessments to be used by Ohio Districts for a Portion of Teachers’ and Principals’ Evaluations
  • Student Survey Instruments for Use in Teacher Evaluation
  • Identification Instruments for Students Who are Gifted
  • Prescreening Instruments for Students Who are Gifted

This was not a competitive procurement process. All vendor proposals that met the minimum criteria in the Common RFQ are listed below with the assessments for which they were approved. These can be administered by districts and schools beginning in the 2018-2019 school year.


2017-2018 Lists of Approved Assessments

Given the number of concerns raised by districts that already purchased tools for the 2018-2019 school year prior to the release of the new list, the Department will offer a “grace period” for previously approved assessments across all areas covered by the Common RFQ. The Department will allow the use of previously approved assessments for the 2017-2018 school year through June 30, 2019. Districts also can use the newly approved assessments for the 2018-2019 school year. After June 30, 2019, districts can only use the assessments on the new list.
