Step Up to Quality (SUTQ)

As outlined in House Bill 59, all Early Childhood Education (ECE) entitlement and Preschool Special Education (PSE) programs funded by the Ohio Department of Education (ODE) will be monitored through Ohio’s tiered quality rating and improvement system called Step Up To Quality (SUTQ). In addition to ECE and PSE programs, ODE licensed programs that receive subsidy funds will be required to participate in SUTQ by July 1, 2020. Programs that receive state funding through ODE are mandated to participate in SUTQ and are required to achieve a rating of 3, 4, or 5 to maintain state funding.

October 1st, 2013 began the three year phase in process being used to implement program participation in Step Up To Quality. The first wave of programs registered in the new Ohio Child Licensing and Quality System (OCLQS). Upon completion of initial registration and desk audits, onsite verification visits were conducted by ODE Early Learning Program Specialists and approved by the Office of Early Learning and School Readiness. As programs are rated they will be added to this list. The next wave of programs will be notified to begin the rating process at the start of the 2014-2015 school year.

A variety of supports are available to assist with the completion the SUTQ registration process.  ODJFS and ODE have created a Guidance Document that promotes understanding of the verification process for each program standard.  Sample forms to assist programs in completing the verification documents are also available.
