Step Up To Quality (SUTQ)

As outlined in House Bill 59, all Early Childhood Education (ECE) entitlement and Preschool Special Education (PSE) programs funded by the Ohio Department of Education (ODE) will be monitored through Ohio’s tiered quality rating and improvement system called Step Up To Quality (SUTQ). In addition to ECE and PSE programs, ODE licensed programs that receive subsidy funds will be required to participate in SUTQ by July 1, 2020. Programs that receive state funding through ODE are mandated to participate in SUTQ and are required to achieve a rating of 3, 4, or 5 to maintain state funding.

Step Up To Quality (SUTQ) replaces the IMPACT monitoring process originally used by ODE. Programs are currently being phased in over the course of the next three years. As programs become rated, the rating period is based on the star rating achieved. At the end of each rating period, programs receive an on-site renewal verification visit. In the year(s) that the on-site renewal verification visit does not occur, programs with a multi-year rating must submit an annual report demonstrating that they continue to meet eligibility requirements. Reporting for currently rated programs will occur within the new Ohio Child Licensing and Quality System. During this transition, programs that have not yet been notified to begin participation in SUTQ will need to submit an annual report to the Office of Early Learning and School Readiness by May 15, 2015 demonstrating that they are meeting the requirements outlined in House Bill.

A variety of supports are available to assist with the completion the SUTQ process.  ODJFS and ODE have created a Guidance Document that promotes understanding of the verification process for each program standard.  Sample forms to assist programs in completing the verification documents are also available.
