Step Up to Quality (SUTQ)

As outlined in House Bill 59, all Early Childhood Education (ECE) entitlement and Preschool Special Education programs funded by the Ohio Department of Education (ODE) will be monitored through Ohio’s tiered quality rating and improvement system called Step Up To Quality (SUTQ). In addition to ECE and PSE program, ODE licensed programs that receive subsidy funds will be required to participate in SUTQ by July 1, 2020.  Beginning in the 2013-2014 school year, SUTQ is a monitoring system being used by both ODE and Ohio Department of Job and Family Services (ODJFS) to determine the quality of licensed early learning and development programs in Ohio.  Programs that receive state funding through ODE are mandated to participate in SUTQ and are required to achieve a high rating to maintain state funding.  SUTQ replaces the IMPACT monitoring process originally used by ODE.  As with IMPACT, ODE-funded programs will be phased into the rating system over the course of the next three years.   The Ohio Department of Education, Office of Early Learning and School Readiness will contact programs as to when they will be phased into the rating system.
