Ohio Deaf and Blind Education Services
The Ohio State School for the Blind and the Ohio School for the Deaf are restructuring under one, new, state-supported organization. This restructuring means that the IRN you report in EMIS for students who are at either of the schools will change to the state-supported organization’s new IRN. Students will still be attending one of the schools, but that school will only appear within EMIS data as the Attending Building IRN in ODDEX.
 
For remaining FY23 reporting, continue to report the IRNs you have been reporting. For FY24 collections—including FY24 collections that have already opened—report the new IRNs, as follows.
 
For students sent to either the Ohio School for the Deaf or the Ohio State School for the Blind, use 020863, the new IRN for Ohio Deaf and Blind Education Services, on the student’s Student Standing (FS) Record. Then, when the schools have reported their data in EMIS and that data has been loaded to ODDEX, districts will see either Ohio School for the Deaf (020865) or Ohio State School for the Blind (020864) as the Attending Building IRN for the student.
 
Note that several updates must also be made to systems on the Department’s end, so you may see (or not see) unexpected errors until all updates are made both at the Department and within your own data.
