District Plans for Educational Stability

Ohio’s Every Student Succeeds Act (ESSA) State Plan describes how Ohio will ensure students who encounter the justice system experience educational stability and receive supports to succeed both in a secure setting and as they head back to the classroom or career training, employment and beyond. 

Each school and district’s plan (submitted with the Title I, Part A application) describes how they assist their students upon entry into a correctional facility and how an individualized transition plan is developed to assist each student upon return. The district plans outline how students have opportunities to participate in grade-appropriate coursework. Districts also work with students to obtain regular high school diplomas, participate in career training opportunities and receive non-academic support to keep the students on a pathway to college and career readiness. 

District plans for educational stability for justice-involved students address five key issues: 

  1. Make improved communication and coordination between districts and correction facilities a priority, 
  2. Update district policies and procedures to ensure they address the needs of children and youth who transition to and from juvenile justice settings adequately,  
  3. Conduct needs assessments (if necessary) and incorporate relevant findings into transition plans, 
  4. Provide effective services and supports for children and youth in the program, and 
  5. Improve collection and usage techniques related to data about justice-involved students. 

District plans for educational stability for justice-involved students also answer these key questions:  

  • How does the district or school support justice-involved students when they leave a detention center or other secure settings?  
  • How does the district or school provide justice-involved students with opportunities to participate in grade-appropriate coursework? 
  • How does the district or school support justice-involved students in obtaining high school diplomas, participating in career training opportunities and receiving non-academic support to keep them on a pathway to college and career readiness? 

Designated Justice-Involved Youth Liaison: 

Districts designate a justice-involved youth liaison and identify this person in the Ohio Education Directory System (OEDS). The liaison works with juvenile detention centers, local juvenile courts, community agencies and community partners to best support students in the juvenile justice system.
