Ohio English Language Proficiency Screener (OELPS)  

Ohio districts are responsible for the timely and accurate identification of all English learners enrolled in their school(s), regardless of students’ prior enrollment. A student who transfers to an Ohio school from a school in a non-ELPA21 state must be administered the OELPS if the Language Usage Survey results indicate the student is a potential English learner. Refer to the OELPS FAQ about students who transfer from another state for updates to the procedure.
