Second phase of Special Education Profile updated with disproportionality data

The Department updated the 2023-2024 Special Education Profile for all districts and community schools to include disproportionate representation and significant disproportionality data. The Special Education Profile displays the district's performance on key indicators established by the Individuals with Disabilities Education Act (IDEA) and informs the district of any required activities based on these indicators. Districts must complete all required activities detailed in the Special Education Profile to demonstrate compliance with IDEA.
 
This first phase of the 2023-2024 Special Education Profile, released Dec. 15, included indicators 1, 2, 8, 11, 12, 13, 14, 15, and Alternate Assessment. The second phase, released Feb. 15, includes disproportionate representation (indicators 9 and 10) and significant disproportionality in special education identification, placement, and discipline. Disproportionate representation is new to the 2023-2024 Special Education Profile.

Additionally, the Department identified a data issue specific to significant disproportionality in identification and discipline, regarding inflated full-time equivalency (FTE) enrollment data for preschool students. Preschool students with multiple enrollment reasons were erroneously being included more than once. The Department has corrected this issue to ensure preschool students are not counted more than once. This update reflects the FTE enrollment adjustment for all three years considered in the calculation. As such, data in the 2023-2024 Special Education Profile may not exactly match the same years’ data reported in previous profiles.
 
The remaining indicators, indicators 3, 4, 5, 6, and 7, and enrollment data, will be released at a later date.
 
The Department emailed notifications to superintendents, special education contacts and community school sponsors. Profiles are available through the OHID Portal. If you have questions regarding the Special Education Profile, contact the Department at OEC.profile@education.ohio.gov.
