Literacy Research Reports
- Variability Among Schools and Districts in Ohio with Reading Achievement Plans: A Mixed-Methods Study
The Reading Achievement Plan (RAP) is a district plan for raising student achievement in reading. Despite the provision of feedback and supports to these schools and districts, the majority of districts and community schools that were required to submit a RAP in 2023 continued to meet the criteria that requires submission of a RAP in 2024. To investigate this issue further, a qualitative analysis of the submitted Reading Achievement Plans was conducted to identify common internal and external factors that contribute to students’ reading underachievement.
This study also examines factors that differentiated the subset of schools and districts that moved off the RAP list in 2024, from those that remained.
- Associations Between Reading and Mathematics Achievement in Ohio: An Analysis of Student State Test Performance
Gaining proficiency in reading and math are among the most important academic goals for young learners. Although very different types of skills must be taught to ensure proficiency in reading and math, research suggests student performance on measures of reading and math are highly and positively correlated.
This research brief utilizes state test data to determine the extent to which reading and math scores are correlated over time for students in Ohio.
Comprehensive Literacy State Development Grant
Ohio has received two Comprehensive Literacy State Development Grants from the U.S. Department of Education ($42.7 million in 2019-2024 and $60 million in 2024-2029). The grants build on ongoing work to improve the language and literacy development of our state’s children and allow local districts, community schools and early childhood education programs to improve literacy outcomes for children from birth through grade 12. The newest grant will create opportunities for Ohio educators to engage in professional learning and coaching at comprehensive literacy implementation sites to support effective implementation of literacy development strategies.
Reaching All Students Through Language and Literacy
The Reaching All Students Through Language and Literacy project (2022-2024) will create a network of building and district teams to work together to improve their literacy instruction for student groups who experienced high levels of pandemic related learning loss.
Each Child Reads Grant
The Each Child Reads Grant from Ohio's 2022-2023 biennial budget expands Ohio’s Dyslexia Identification Model Demonstration Project by supporting additional pilot sites in preschool through first grade.
Striving Readers Comprehensive Literacy Grant
The $35 million Striving Readers Comprehensive Literacy Grant from the U.S. Department of Education (2017-2020) provided schools, districts and early care and education programs with funding and support to improve the language and literacy development of our state’s children through a focus on serving the greatest numbers of students living in poverty, students with disabilities, English learners and students identified as having a reading disability.
