Reading Achievement Plans

Update

Reading Achievement Plans will be required to be submitted to the Ohio Department of Education in the 2023-2024 school year under the guidelines established in ORC 3302.13. Districts and Community Schools required to submit plans will be notified after Ohio's State Report Card is released in fall 2023. 

Districts and community schools must meet the following to be required to submit Reading Achievment Plans to the Department:

For two consecutive years, the district or school met both of the criteria below:

 
(1) The district or school received a performance rating of less than three stars for early literacy component on Ohio’s School Report Card
 
(2) Fifty-one per cent or less of the district or school’s students scored below proficient on Ohio’s State Test for grade 3 ELA.

 


Reading Improvement Plans under Ohio Revised Code 3301.0715(G)
 Ohio law (Ohio Revised Code 3301.0715(G) ) requires districts to establish a Reading Improvement Plan when fewer than 80 percent of their students score proficient or higher on Ohio’s State Test for grade 3 English Language Arts. The district’s board of education must approve the plan before beginning implementation. Reading Improvement Plans are not required to be submitted to the Ohio Department of Education. 
 
Local school boards determine the deadlines, format and approval criteria for Reading Improvement Plans. The district’s school board also determines the parameters for any updates or revisions if a district submitted a plan previously. Please see this Questions and Answers page for more information about Reading Improvement Plans.
