Using HQIM: Reviewing, Selecting and Implementing Materials

Ohio Materials Matter banner

The Ohio Department of Education & Workforce believes that the best way to secure high-quality instructional materials for students is to engage stakeholders in a thoughtful adoption process.

text says Ohio curriculum support guideResearch shows that providing teachers with high-quality instructional materials is an effective strategy for increasing student learning. However, teachers need much more than a box of new materials to ensure great teaching and learning take place. They need support from a team of leaders who know how to select, prepare for and support the use of great materials.

The Ohio Curriculum Support Guide exemplifies a quality review and selection process. Download a copy of the entire framework by clicking the icon above.

Overview of the Process

As a local control state, districts and schools in Ohio make important decisions regarding instructional materials. There are growing efforts to support this decision-making process.
The following steps provide a brief overview of the process outlined in the Ohio Curriculum Support Guide.

Plan

During this phase, systems and processes should be set up for a successful adoption process. This includes forming the adoption committee and establishing markers of quality for instructional materials that meet the needs of students and teachers.

Study

With a vision in place, materials can be investigated and options can be narrowed down. Opportunities should be provided for teachers to engage with or pilot  materials and then provide feedback.
  • Use rubrics and reviews to identify materials that are high-quality and standards-aligned.
    • Consider using EdReports.
      • Analyze student data.
      • Include local priorities.
  • Consider alignment to Ohio's Learning Standards.
  • Identify which materials are possible options for further investigation.
  • Collect and value teacher input.
  • Conduct the reviews and gather feedback. Use the Sample Agenda for Materials Review and Discussion as a template.

Launch

Once materials are chosen, the decision can be rolled out and next steps for ongoing professional learning can be determined.

Implement

This phase is about training, planning and coaching. Time must be invested to set up the structures necessary to ensure that the materials are implemented well.
  • Develop an implementation plan. Consider the key interactions you will need for lesson and unit internalization, common planning, department meetings, observations and student work analysis.
  • Provide ongoing, materials - based professional learning and coaching.
  • Step back and adjust the plan.
  • Annually reset.
